MEET THE PANELISTS:


Eric Alemany
Senior Director of Supplier Relationship Management, NYPA

Eric Alemany is the Senior Director of Supplier Relationship Management at the New York Power Authority (NYPA). In this role, he oversees supplier outreach, development of business opportunity programs and manages relationships with key and diverse suppliers. He is also responsible for driving supplier performance while monitoring supply chain risks that impact the business. 

In almost 25 years with NYPA, Mr. Alemany has held a variety of responsibilities from the business development and marketing to project and program management of the Authority's customer clean and renewable energy programs throughout New York State.  He has been directly responsible for Managing $2 billion portfolio of consultant, contractor, and supplier contracts to support the Customer Solutions strategic initiatives statewide. 
Prior to joining NYPA, Mr. Alemany worked as an Assistant Quality Engineer at Stewart Stamping Corporation. 

Mr. Alemany received his bachelor’s and master’s degrees in mechanical engineering from Manhattan College in Riverdale, New York, and has an MBA in Executive Management from Pace University. He is a Certified Energy Manager and has memberships in several professional organizations, such as the American Society of Mechanical Engineers, the Association of Energy Engineers, and Project Management and Design Build at the Institute of America. 

He currently serves on the Board of the Regional Alliance for Small Contractors.  


Samantha Lord
Director of Procurement, State University Construction Fund
Samantha Lord is Director of Capital Procurement at the State University Construction Fund. Samantha has nearly 25 years of diverse experience in New York State government, having served multiple state agencies and authorities managing unique projects, advising as a subject matter expert, and managing procurement operations. She has been a leader in the State’s development of alternative project delivery programs for vertical construction. Samantha holds a master’s degree in public administration from the University at Albany’s Rockefeller College of Public Affairs and Policy.


Kara Mallard
Chief Procurement, Dormitory Authority of the State of New York
Kara Mallard is Chief, Procurement at DASNY. She is responsible for supervising and directing DASNY professional service contracts. Ms. Mallard and her team manage every aspect of DASNY’s Request for Proposal (RFP) process including negotiating, drafting, and awarding contracts. 

Ms. Mallard works closely with clients, term consultants, architects, engineers, and non-construction related industry leaders such as: legal, financial, safety, insurance and operations consultants. Ms. Mallard is an integral liaison between DASNY and some of the most respected consultants in New York State.

Ms. Mallard joined DASNY in 2006. She holds a Bachelor of Arts degree from St. John Fisher College.  


Andrew Trombley
Director of Procurement, New York State Thruway Authority

Andrew Trombley serves as Director of the Office of Procurement Services since March of 2020, overseeing the Capital Program and Contracts Management; Purchasing; and Contract Compliance Units at the Authority.  Mr. Trombley manages the centralized purchasing system for the Authority that ensures integrity and fairness, with the responsibility for oversight of solicitation, vendor selection, negotiation, award, contract administration, reporting and disposal of surplus property. He assists with the development and management of the Authority’s multi-year Capital and Contracts Program, the annual update to the Capital Program, and other long-range plans to address the capital need of the Authority’s infrastructure. The Office also works to maximize opportunities for the participation of od New York State business enterprise, including MWBE/SDVOBs and prime and sub-contractors and suppliers on all Authority contracts. Prior to joining the Thruway Authority in 2019, Mr. Trombley served in a variety of leadership roles in public service over his 17- year state and federal government career, most recently as the Director of the Onondaga County Division of Purchase. Mr. Trombley received his Bachelor of Arts degree in Government from St. Lawrence University.
